Wow, that's a surprisingly simple solution, especially when compared to the system my employer uses.

At the company I work for, there's a pool of money that's set aside for bonuses each year. How much of that money an employee gets is based on a number of factors: their salary, their performance, and how "important" they were over the past year. It's a whole lot of voodoo no one really understands (save for the people that actually crunch the numbers), but everyone seems reasonably happy with the whole arrangement.
